Ellice Huang is a data scientist in RAND’s Data Science and Technology Group, where she works on AI-assisted tools, policy analysis, and scalable data systems. Her experience spans natural language processing, simulation modeling, and full-stack software development, and she has contributed to projects in economic analysis, national security, and large-scale text analytics. She focuses on building systems that improve the quality and efficiency of research.
Huang holds a BA in Economics with a minor in Data Science from UC Berkeley. Before joining RAND, she worked at fp21, a nonprofit think tank aiming to modernize U.S. foreign policy processes. Her work there included research on AI governance, China–Taiwan relations, and the role of expertise in policy decisionmaking.
