Elizabeth Moisan is a junior analyst at RAND Europe working in the Defence, Security and Justice research group. Her research interests include novel and emerging disruptive technologies, geopolitics, international security structures, technological governance and strategy development. She is experienced in methods such as literature reviews, futures scenario development, stakeholders' interviews and workshops, and qualitative discourse analysis. During her time at RAND, Moisan has worked broadly across the DSJ portfolio; from youth justice, the wider defence workforce/community, AI governance frameworks and mapping war crimes in conflict to emerging technology assessments, concepts and strategy development, wargaming, nuclear deterrence and operational defence analysis.
Prior to RAND, Moisan was a research analyst intern at the UK MOD (Futures and Force Design, formally Defence Futures). Writing a report for the Digitisation team, evaluating/testing AI tools and conducting analysis on the implications on UK strategic competition from the integration of AI-strategic foresight in ‘high-level’ policy making. She holds a Master of Research degree in security, conflict and human rights and an L.L.B. in law, both from the University of Bristol.
