Stavan Singh is a policy analyst at RAND. His primary topics of focus are security cooperation and partner nation capacity building. He has experience conducting field research in West Africa and the Indo-Pacific. Prior to joining RAND, Singh was working in Political Risk Insurance, where he analyzed geopolitical events for senior underwriters.
His work has been featured across various publications and platforms, including International Policy Digest and The Hill. His contributions focus on diplomacy and international affairs, geopolitical risk assessments, and emerging threats to global security and development.
Singh has served twice in the federal government, at the U.S. Department of State, where—among other tasks—he served as acting desk officer for Bahrain and Kuwait, and as a Policy Advisor in the Office of the Secretary of Defense, managing essential partnerships at both the international and domestic levels to mitigate risks to critical supply chains.
He received his Master of Arts in security policy studies from the Elliott School of International Affairs at The George Washington University and a Bachelor of Arts in public policy from the University of California, Riverside.
