Sara Stullken is an engineer at RAND. She specializes in risk and decision analysis, mathematical modeling, and workshop design. More broadly she is interested in critical infrastructure planning and protection, military mobility and logistics planning, water resources management, and emergency management.

Prior to coming to RAND, Stullken was a postdoctoral research scientist at the Columbia Water Center at Columbia University, studying cost effective transitions for wastewater systems in the rural U.S. Her research applied optimization methods to identify cost effective water and wastewater infrastructure design alternatives. Other work analyzed the effect of the primacy agency and local, state, and federal government spending on drinking water quality and public health outcomes. She has also applied decision analysis and utility theory models to create an index prioritizing urban locations for lead remediation.

Stullken earned her Ph.D. in engineering and public policy, and civil and environmental engineering from Carnegie Mellon University.
