Panel Discussion: Tort Liability and Governance for Artificial Intelligence

James Anderson is Director of RAND’s Justice Policy Program and a senior behavioral scientist. He has researched a variety of legal policy issues ranging from insurance and autonomous vehicles to the effects of zoning on crime. He has been funded by the National Institute of Justice, the National Institutes of Health, the Bureau of Justice Statistics, the State of Pennsylvania, the Institute for Civil Justice, the Robert Wood Johnson Foundation, the Department of Defense, and the National Science Foundation.

His work has appeared in the Harvard Law Review, the Yale Law Journal, the Stanford Law Review, the University of Pennsylvania Law Review, the Journal of Law and Economics, the Oxford University Press, and in numerous RAND publications. He has presented to a wide variety of academic and professional audiences. He is a member of the American Law Institute. Before joining RAND, Anderson clerked for the Honorable Morton Greenberg of the United States Court of Appeals for the Third Circuit and represented death row prisoners as a public defender for 10 years. He received a J.D. from Yale Law School and a B.A in Ethics, Politics, and Economics from Yale University.

Ian Engdahl is an Associate in the Washington, D.C. office of Hausfeld LLP, where he litigates complex antitrust, consumer-protection, and data-privacy matters on behalf of consumers and other plaintiffs. Engdahl's practice focuses on high-stakes and high-impact class-action litigation, often at the intersection of law and technology. As a core member of Hausfeld’s Technology and Data Breach practice group, Engdahl has represented consumers in some of the largest data-breach class actions in the nation’s history.

In his antitrust practice, Engdahl was part of the team that brought claims against the world’s largest banks for price-fixing in the foreign exchange market. He currently represents end-payors in price-fixing claims against generic drug manufacturers and an app developer startup in monopolization claims against Meta.

In his consumer-protection work, Ian has helped consumers recover nearly $100 million from banks that imposed improper junk fees. Engdahl advocates for robust data-privacy and fraud protections for consumers and has argued for broad recognition of data-privacy harms in a Supreme Court amicus brief for the Electronic Frontier Foundation. He is a member of the Sedona Conference Working Group 11, which advances the law on issues surrounding technology, privacy, artificial intelligence, and data security.

Andy Song is COO of Manifold, an AI-powered clinical research platform. He has led partnerships with healthcare and life sciences organizations to accelerate their mission using AI. He also advises early-stage startups, helping founders navigate the challenges and opportunities of building and scaling AI businesses.

Song previously served as General Counsel and VP of Corporate Development at Manifold, and as Senior Counsel at Apple where he managed licensing, M&A, IP, and litigation. He began his career at Munger, Tolles & Olson after clerking on the U.S. Court of Appeals for the Ninth Circuit. He earned a B.A. in economics from Yale, and a J.D. from Harvard Law School.

Dave Snyder is Vice President, International Policy and Counsel for APCIA, with more than 30 years’ experience in the insurance industry. He graduated magna cum laude from Dickinson College and earned a law degree from George Washington University. He is a lawyer licensed to practice in three jurisdictions and is a Chartered Property Casualty Underwriter. He has previously served as a regulator with the Pennsylvania Insurance Department, a civil litigator for the Pennsylvania Office of Attorney General and General Counsel of the Pennsylvania Department of Commerce. In the insurance industry, he worked for both predecessor organizations of APCIA and for Nationwide and State Farm.

He has presented before the FSB, IAIS, and OECD and in programs in Asia, Europe, Latin America, and the Middle East and has testified multiple times before the NAIC, NCOIL, Congress, and state legislatures. He currently chairs the Global Federation of Insurance Associations’ market conduct and corporate governance working groups.

Since 1994, Snyder has been an elected member of a city council, having served as mayor and vice mayor and chaired Metropolitan Washington air quality, transportation and emergency preparedness boards. He currently serves as the Vice Chair of the Northern Virginia Transportation Authority and Vice Chair of the Northern Virginia Transportation Commission, and previously chaired both agencies. He is also a licensed Emergency Medical Technician and is a life associate with a rescue squad.

Miriam Vogel is the President and CEO of EqualAI, a non-profit created to reduce harms in artificial intelligence (AI) and promote responsible AI governance. She also serves as Chair of the National AI Advisory Committee (NAIAC), mandated by Congress to advise the President and White House on AI policy. Miriam cohosts a podcast, In AI we Trust, and has taught Technology Law and Policy at Georgetown University Law Center, where she serves on the Board of Visitors. Vogel is a member of the Council on Foreign Relations and also serves as a senior advisor to the Center for Democracy and Technology (CDT).

Vogel has served in a variety of leadership positions across the U.S. government. She served in the White House in two Administrations, including as the Acting Director of Justice and Regulatory Affairs.

Most recently, Vogel served as Associate Deputy Attorney General at the Department of Justice (DOJ), where she advised the Attorney General and the Deputy Attorney General (DAG) on a broad range of legal, policy and operational issues, including the implementation of implicit bias training for federal law enforcement, spearheaded the DOJ’s Intellectual Property (IP) Task Force, oversaw multiple DOJ divisions’ multibillion-dollar budgets, and represented DOJ before the White House, Congress, and other officials on high level policy initiatives and oversight matters.

Miriam served as General Counsel to West Exec Advisors and Associate General Counsel at Dana-Farber Cancer Institute. Prior to that, she practiced entertainment/corporate transactional law at Sheppard Mullin in Los Angeles, California.
