The House of Lords, the second chamber of the UK Parliament, is conducting an inquiry into the effectiveness of European Commission proposals relating to research and innovation. Jonathan Grant, principal research fellow and former president of RAND Europe, presented testimony and answered questions at the Feb. 25, 2013, public session of the Select Committee on the European Union (Internal Market, Infrastructure and Employment subcommittee), on the topic of research and innovation.
