The Cost Analysis Department of the RAND Corporation, under a contract with the Office of the Assistant Secretary of Defense (Comptroller), has been assisting the Department of Defense in the development of a new planning-programming-budgeting process. This article describes in a general way the basic principles of the new process, and sheds further light on the vital question of defense expenses.
