Provides methodologic guidance for the conduct of health technology assessment. Its major recommendations are that health technology assessment should follow more-standardized methods, make those methods explicit, and report the results in an explicit manner. The goal of the framework contained in this article is to produce a transparent, robust, and relevant health technology assessment. The authors argue that following the general framework laid out in this report would improve the reliability and validity of the assessment, and the ease of use and credibility of the results, both in the local situation and internationally.
