This is a methodological note for the study Open Science: Monitoring Trends and Drivers. The study was commissioned by the Directorate-General for Research and Innovation (DG RTD) of the European Commission and was delivered by RAND Europe, with the support of Deloitte, Digital Science, Altmetric and figshare. This note summarises the objectives and approach taken to developing the open science monitor, including the data collection methods; an assessment of the quality, comparability and relevance of the data; and ways to address gaps and further develop the monitor in the future.
