The Centers for Medicare & Medicaid Services (CMS) Center for Consumer Information and Insurance Oversight (CCIIO) contracted with the RAND Corporation to conduct evaluations of approved section 1332 waivers first implemented by three states starting in 2018: Alaska, Minnesota, and Oregon. This report documents findings from the evaluation of Minnesota's waiver, through which the state implemented the Minnesota Premium Security Plan.
