An Approach to Improved Information and Communication Technology for Romania's Foreign Affairs Ministry Executive Summary

Networked digital technologies offer the prospect of closer ties to Western democracies and are instrumental in Romania's full integration into Euro-Atlantic institutions. The RAND Corporation conducted a preliminary needs assessment for information communication and technology (ICT) modernization within Romania's Ministry of Foreign Affairs (MFA) to provide a viable foundation for developing and implementing a system design and architecture and to help the MFA develop and acquire modernized ICTs. Among the study team's recommendations: creation of a digital culture spanning the MFA and its work practices; development of a network linking all the MFA buildings in Bucharest; a Wide Area Network pilot project linking MFA headquarters with its foreign missions; preparation of a request for proposals to solicit responses from interested Internet service providers; and a networked ICT system that is scalable, extensible, and capable of evolution.
