This report will be of interest to those evaluating Superfund’s liability-based approach to cleaning up the thousands of abandoned or inactive sites across the United States that are contaminated with hazardous substances. The study presents information on the expenditures of 108 firms between 1981 and 1991 at 18 sites on the National Priorities List to investigate whether Congress’ Superfund program is generating more litigation than hazardous waste cleanup.
