A Key to Improving Depot Responsiveness
The Air Force spends about 40 percent of its depot-level maintenance budget on contractual maintenance. This research documents an examination of the responsiveness of contractual repair of depot-level recoverables, specifically avionics components managed by the Ogden Air Logistics Center. The report outlines the major steps in managing contractual component repair, assesses contractual repair responsiveness in terms of repair flow times for a select group of components, and suggests what the Air Force might do to enhance repair responsiveness. Significant improvement might be achieved through (a) identifying a single office at Hq Air Force Materiel Command and each air logistics center with overall responsibility for contractual repair policy, (b) implementing responsiveness reporting and measurement, (c) improving materiel support to contractual repair, (d) developing contractual approaches that incorporate responsiveness incentives, and (e) extending the use of DRIVE (Distribution and Repair in Variable Environments), a methodology for setting repair and distribution priorities, to contractual component repair.
