Describes community events, activities, and attitudes that may affect the experimental housing allowance program in St. Joseph County, Indiana, or bear on research issues addressed by the Housing Assistance Supply Experiment (HASE). This Note gives a statistical overview of program operations; describes reactions of individuals and groups in South Bend to the program and assesses community opinion about it; evaluates program presentations made by the HAO to community groups; and analyzes media reports. The report then covers issues pertinent to HASE research and concludes by examining special site monitor studies on community organizations in South Bend and the city's Community Development Department rehabilitation projects. An appendix provides a sampler of local press clippings from the South Bend Tribune on community reaction to the program.
