This Note is the user's manual for the PANEL program. PANEL permits latent class modeling for analyzing rater agreement, given the following conditions: (1) ratings are dichotomous; (2) the varying rating panel assumption is met — e.g., the raters for each case are selected at random, or the multiple ratings come from replications of the same rating procedure; and (3) each case is rated the same number of times. The statistical procedures used are described in N-3029.
