An output-oriented major program element structure and a related programming process were recently introduced in the Defense Department to link military planning in terms of forces and missions, and budgeting in terms of appropriations such as procurement, operation and maintenance, and military personnel. This paper gives an overview of the background leading to this new system, and an evaluation of its function to date.
