After a new management technique has been in use for some time, a body of critical literature appears which serves as a catalyst to the refinement and increased application of the technique. In the case of the PERT system such a collection of introspective documentation has been slow in coming. The present paper was prepared with the hope that it will contribute to the evolutionary development and use of the PERT technique.

This report is part of the RAND Corporation Paper series. The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields. Papers were less formal than reports and did not require rigorous peer review.
