A scheme for improved decisionmaking by a political body on a complex issue. Directed toward the Knesset Committee, the study attempts to identify the main elements of preferable policymaking relative to Israeli educational issues. Good policymaking requires systematic definition of the problem, classification of aims, identification of main alternatives, construction of forecasts, and integration and decisionmaking. The Committee should adopt the proposed techniques within the framework of (1) time constraints, (2) requirements to perpetuate the activity and usefulness of such parliamentary committees, and (3) assurance of public information activities. The approach should be an interdisciplinary one, under the guidance of a highly reputable, full-time scientist/adviser. All political aspects of the subject should be investigated. Recommendations should be supported by detailed substantiation and documentation. 29 pp.
