Management's ability to stay one jump ahead of change is the most important factor for successful operations in the future. An increasing proportion of managerial workload will relate to personnel. Personnel managers should plan for future requirements by (1) undertaking the tasks of long-range planning; (2) establishing the project approach in problem solving; (3) making systems and cost-effectiveness analyses of organizational operations and alternatives; (4) developing the personnel staff; (5) assigning more institutional responsibility to young people; and (6) selecting a staff sensitive to social change and representative of the institution's total personnel. 16 pp.
