An overview of the experience of organizations in developing an analytical capability for program budgeting. Program budgeting provides an improved method for decisionmaking on major policy issues through use of program analysis, particularly the techniques of system analysis. Reasonably useful analysis in the social sciences is scarce for many reasons: managers do not seek analytical studies unless in crisis, and there are numerous difficulties in supplying good analysis--a truth that case histories prove again and again. Recruiting and training analysts to build an analytical capability has been the largest single problem in applying program analysis. The need to make people think in terms of real goals and concrete objectives, and alternative ways of attaining these, is of the greatest importance. Applying quantitative methods to imaginary and hypothetical problems is not an acceptable substitute. 11 pp. Ref.
