As an up-to-date statement of what we now know and what problems remain to be resolved in evaluating manpower programs, this book should be valuable to both practitioners and users. However, it contributes little to advancement of the state of the art. Most of the papers are accompanied by the comments of capable discussants, and the introduction summarizes the major points made by each speaker and discussant. The reviewer's dissatisfaction is rather with the state of manpower evaluation than with the book itself. 3 pp.
