Overview of Discussion in Stockholm, 27-29 October 1976.
An overview of topics discussed with the Swedish Army, Navy, Air Force, and Defense Research Institute. The introduction of "smart" weapons will create far-reaching changes. Standoff precision weapons could strike the whole rear structure, making all major arms obsolete because they could be starved. It will become necessary to fight with a small number of men. Suitably equipped, they can command firepower heretofore associated with a division and could defeat a major army or air force. PGMs are not excessively intricate or expensive, nor do they require excessive skill or training to use. Suggestions for Sweden's defense planning: (1) The decision concerning a new manned combat aircraft should proceed without regard for the described drastic forecast. (2) Possible air defense based upon a proliferated dispersed concealed SAM system should be investigated. (3) Study and evaluate possible impact of PGMs in detail. (4) Insure that Sweden has the necessary technical capacity to produce such weapons. 10 pp.
