This paper contains the July 17, 1991, RAND Graduate School commencement address given by Dr. Henry A. Kissinger, chairman, Kissinger Associates, Inc., and former U.S. National Security Adviser and Secretary of State. Also included in the paper are remarks made at the exercises by Harold Brown and William T. Coleman, Jr., the two recipients of the school's honorary doctoral degrees. It also contains remarks by RAND President James A. Thomson, and by Charles Wolf, Jr., Dean of the RAND Graduate School.
