This report describes the evaluation of two Learning-by-Doing projects (LBD projects) RAND Europe has performed on behalf of the DTO Knowledge transfer and anchoring program (DTO-KOV). DTO-KOV is a follow-up to the Interdepartmental Research Program Sustainable Technological Development (DTO).
