Any plan to increase the economic efficiency of water use in California is incomplete without incorporating the state's extensive groundwater system. This report reviews the current status of groundwater use and management throughout the state and shows that statewide water system efficiency can be increased by improved management of the groundwater system and full integration of management of groundwater basins and the existing surface system.
