Investigates the role of repair contractors, home improvement lenders, mortgage lenders, real estate brokers, and insurance underwriters in Brown County, Wisconsin, and St. Joseph County, Indiana, the two experimental sites of the Housing Assistance Supply Experiment. Using data generated by the experiment, the authors determined that intermediaries were little affected by the allowance program and influenced the decisions of only a small number of its participants. The implications of these findings for the design of future allowance programs are discussed.
