Stability of a Cloud of Orbiting Dipoles

A method for producing an orbiting cloud of dipoles that could be used as a very effective passive satellite reflector. The reflecting area of the dipole cloud would be considerably greater than that obtained from a balloon satellite of equal mass. The method described for producing the cloud represents a modification of and an extension to the Westford experiment.
