An assessment of the U.S. air offensive against North Vietnam in terms of (1) its impact on the North Vietnamese economic and political structure, and (2) its value as a coercive force in inducing the North Vietnamese government to agree to negotiations. North Vietnamese reaction to the bombings is discussed, and implications for U.S. policy are examined.
