A study of the Viet Cong (VC) logistics operations through mid-1967 to determine the extent to which these operations depend on nonmilitary resources and how they might be impeded by counterlogistics tactics. The VC rely on civilians for more than three-fourths of their logistics support, which includes transportation, construction, food production, evacuation of wounded, ordnance work, and miscellaneous supplies. Logistics facilities are numerous and well dispersed. Three agencies operate the logistics system: The Finance and Economic Section is the chief revenue agency and primarily serves the political and civilian portion of the system. The Rear Services organizations support the military units. The Forward Supply Council marshals resources for the battlefield. (See also RM-5239-1.)
