Technical Expert Panel Summary/Expert Input Report

The RAND Corporation, on behalf of the Centers for Medicare & Medicaid Services, convened a Technical Expert Panel (TEP) on April 7 and 8, 2016, in Baltimore, Maryland, to seek input on the development of Post-Acute Care (PAC) cross-setting standardized patient assessment data with a focus on Home Health Agencies, Inpatient Rehabilitation Facilities, Long-Term Care Hospitals, and Skilled Nursing Facilities. A critical component of RAND's work on the development and maintenance of PAC cross-setting standardized patient assessment data is stakeholder involvement, of which the TEP is one component. The development and selection of data elements are guided by a consensus-based process involving expert input from PAC health care professionals across the country. This report provides a summary of the TEP proceedings from the meeting, detailing key issues of standardized patient assessment data development and the TEP's discussion around those issues. In this chapter, we provide background information on the larger project and outline the organization of this report.
