In spring 2005, the Los Angeles City Council established a Commission to make recommendations to improve Los Angeles Unified School District’s governance system. RAND provided research support to this Commission. This report presents a summary and analysis of governance options. It is based on testimony presented before the Commission and a review of current research.

The research described in this report was conducted within RAND Education for the Presidents’ Joint Commission on LAUSD Governance.
