Long-accepted norms around international trade, security, and multilateralism are giving way to disruption and the return of great power politics. States across Europe face the competing challenges of sparking economic growth and finding the funds for military rearmament and public services for ageing populations. At the same time, the transformations promised by emerging technologies such as AI and quantum are beginning to be felt, posing huge questions over how to maximise their potential while keeping people and businesses safe.

With the ever-increasing pace of change, our ability to anticipate and prepare for future scenarios has rarely been so important and yet so difficult. RAND Europe has spent 30 years honing a wide array of tools and approaches for this task. Our Centre for Futures and Foresight Studies (CFFS) harnesses these approaches to help governments, policy organisations and industry leaders adapt to uncertainty.

At the Foresight Forum, RAND Europe brought together a select group of policymakers, industry leaders, and academic experts working at the intersection of strategy and geopolitical risk, to discuss the dynamics shaping the world in 2025 and beyond. This discussion coincided with the launch of a new trends report from the CFFS and the beginning of a series of interactive workshop sessions, from wargaming to super-forecasting and more.
