Mark Stalczynski is a senior analyst at the RAND Corporation. Stalczynski's areas of interest include Russia (its budget, economy, and domestic policies); public finance and government spending; and energy and the environment. Stalczynski often undertakes budget and cost analysis to contribute to research in these policy areas. Stalczynski also contributes to policy and program analysis for federal agencies involved in emergency preparedness, infrastructure resilience, disaster recovery and national security. Stalczynski has an M.S. in public policy and management from Carnegie Mellon University, was a Russian Language Flagship Fellow, and has a 3+ in Russian on the Interagency Language Roundtable (ILR) scale.
