Mark Stalczynski is a senior analyst at RAND. His areas of interest include Russia and Eurasia, public finance, and energy and the environment. Stalczynski undertakes budget, cost, and data analysis to contribute to research in these areas. Stalczynski also works on program evaluation and policy analysis for federal agencies involved in natural disaster recovery, immigration, and national security. Stalczynski has previous experience in state, local government, and non-profit financial and program management. He earned his MSPPM at Carnegie Mellon University.
