This short paper provides meeting notes from an October 8, 1959, meeting between the U.S. Air Force and RAND staff in the Pentagon. The purpose of the meeting was to hear presentations on the design of a B-52 hardened shelter and to discuss the formation of a B-52 hardening panel of experts. RAND analyst Alain Enthoven recommended building a shelter with a minimum of 200 psi hardness.
