This paper first presents an analytic framework for mapping 14-19 policy. The framework is then used to compare recent policies related to vocational learning for the 14-19 age group. The paper focuses on the policy instruments used in the four home countries and illustrates similarities, differences, and potential shortcomings of those instruments.
