The Office of the Chancellor for Education and Professional Development in the Department of Defense is charged with ensuring the quality and productivity of education and professional development activities targeted at DoD civilians. This book examines the approaches used to evaluate academic quality and productivity in a variety of postsecondary education and training contexts, including corporations, state governments, and universities.

This report is part of the RAND Corporation Monograph report series. The monograph/report was a product of the RAND Corporation from 1993 to 2003. RAND monograph/reports presented major research findings that addressed the challenges facing the public and private sectors. They included executive summaries, technical documentation, and synthesis pieces.
