The Mathematics of Military Pay

A suggestion that Congress instruct the Services to follow a policy of maximizing military effectiveness within the limitations of the personnel budget. It is shown that the optimum allocation of funds can be determined by beginning with the current program and comparing the actual over-all effectiveness of the service with that which would result from slightly different allocations. The fact that the Services can already decide what they consider to be an optimum balance between different ranks, ages, and specialities indicates that this theory is possible.
