A description of the PPB system and its contributions to the planning process. First, it establishes and makes explicit the relationships, or linkages, among the organization's goals, programs, and activities and their resource implications and financial expression in a budget. Second, PPB contributes directly to management decisionmaking by providing analyses of the consequences, in terms of estimated costs and expected benefits, of possible program decisions. The process is flexible and subtle--calling for creativity by the analyst and interaction between him and the decisionmaker during the decision process. The revolution is in the grouping by end-product rather than by administrative organization or function. This report is part of the RAND Corporation Paper series. The paper was a product of the RAND Corporation from 1948 to 2003 that captured speeches, memorials, and derivative research, usually prepared on authors' own time and meant to be the scholarly or scientific contribution of individual authors to their professional fields.
