Safeguarding Innovation through the EU Biotech Act

RAND Europe was pleased to submit evidence to the European Commission to inform the upcoming EU Biotech Act. Our submission built on our past research, highlighting a range of opportunity spaces across the biotechnology sector which the EU Biotech Act should consider. Our research highlights the transformative potential of biotechnology across multiple domains, from developing personalised therapies and sustainable manufacturing processes, to enhancing food security and environmental protection. However, realising this potential requires comprehensive and effective action, including governance frameworks that combine regulatory oversight, funding incentives and stakeholder engagement to foster responsible innovation while mitigating risks.

This submission outlines six key opportunities for strengthening European biotechnology leadership: security-by-design governance frameworks, workforce development, data and AI integration, access to capital, supply chain resilience, and support for physical infrastructure.
