Resilience is the ability of a system, architecture, or organization to maintain critical capabilities during and following a threat or disruption. The Resilience Assessment Process and Portfolio Option Reporting Tool (RAPAPORT) is a Microsoft Excel–based tool for assessing non-materiel aspects of resilience. A separate document (available at www.rand.org/t/RR1169) explains how to use the tool and provides background on its development.
