Jessie Coe is an economist at RAND and a professor of policy analysis at the RAND School of Public Policy. She is an econometrician with specializations in panel data methods, GMM, and missing data methods, as well as interests in program evaluation, partial identification, and invalid instruments. She is substantively interested in improving outcomes for disadvantaged populations, with a particular interest in the evaluation of social assistance programs and the outcomes of low-income families with young children. Her work at RAND spans civil justice, child care investments, program participation, disability insurance, military pay differentials, marketing, recruitment and retention, veterans' benefits, and cannabis markets. Across this work, she has employed discrete choice survey experiments, difference-in-differences designs, regression discontinuity, and Oaxaca-Blinder decompositions among other quantitative methods.
Coe earned her Ph.D. in economics from the University of Texas.
