Stefanie Stern Howard is associate dean of enrollment and new programs at the RAND School of Public Policy. In this role, she oversees the strategic planning, direction, and coordination of the school's recruiting, admissions, and related activities. Additionally, she is responsible for the development and implementation of innovative new programs that align with the school's mission and goals. Prior to her full-time transition to the RAND School, she was a senior project associate in RAND Health. There, she specialized in mental and behavioral health topics, as well as emergency preparedness and community resilience.

Howard holds an M.A. in higher education and organizational change from the University of California, Los Angeles, and a B.A. in economics and sociology from the University of California, Davis.
