For more than 60 years, RAND Project AIR FORCE (PAF) has offered an integrated program of objective, independent analysis on issues of enduring concern to Air Force leaders. Current research focuses on strategy and doctrine; force modernization and employment; manpower, personnel, and training; and resource management. This report offers highlights from PAF's 2010 efforts, which addressed such key issues as long-range strike, cyberwar and cyberdeterrence and managing the relevant human capital, U.S. strategy in Africa, modernization of the KC-10 tanker fleet, support of Air Force family members, assessing capabilities and risks in programming, and restructuring the combat air forces.

This report is part of the RAND Corporation Annual report series. The Annual Report (AR) series was a product of the RAND Corporation from 1998 to 2012.
