HMP Liverpool Major Refurbishment Project

Refurbishment works at HMP Liverpool have, to date, entailed fully refurbishing 429 cells across three wings. This included bringing cells back into use and converting some double cells into single occupancy cells; enhancing the cleanliness, brightness and sanitation of the wings; improving security features, accessibility, plumbing and ventilation; and installing larger, more secure windows. Overall, the refurbishment programme is expected to return 381 out of use cells to operational status and upgrade around 800 cells across the prison.

A process evaluation was undertaken to explore the delivery and implementation of the refurbishment project. An economic review was undertaken to strengthen the evidence base on the potential benefits of prison refurbishment and to test and validate the relevance and realisation of key benefits at HMP Liverpool.
