Carnegie Corporation of New York has launched an initiative focusing on improving the literacy skills of adolescents. In support of this initiative, Carnegie asked the RAND Corporation to examine adolescents' literacy achievement across the nation. The results of that achievement provide a sobering portrait of where adolescents stand relative to state and national literacy goals.
