Tim Conley is a senior operations researcher at the RAND Corporation. His professional expertise in operations analysis is concentrated in analyses related to strategic logistic support for the military services. Prior to retiring from Civil Service, within the Department of Defense, he was recognized as a Subject Matter Expert in Integrated Logistic Support and Operating and Support Cost Analyses, especially for military aircraft. Conley has extensive experience working with military aircraft and ship maintenance data, budget data, readiness reporting, cost analysis related to military, civilian and contractor organizations and the administrative and operational hierarchy for the military services. With twenty years of civil service experience prior to starting with RAND, he is often requested to help identify and obtain DoD cost and performance data necessary for research projects. With a fairly broad background in cost analysis, Conley has been able to support at least four different projects at RAND that required very short timelines for completion, three for Homeland Security and one for the U.S. Army. As a senior cost analyst, he provided cost expertise directly to the HSOAC forward team lead supporting the Federal Emergency Management Agency (FEMA) efforts to provide Public Assistance disaster recovery grants resulting from Hurricane Maria (2017) through an Independent Expert Panel.
