Anna Shapiro is an associate policy researcher at RAND. Her research focuses on strengthening early care and education systems, increasing access to high-quality public early learning opportunities, improving the educational experiences of children receiving special education services and children with developmental differences, and evaluations of programs and policies impacting children in PK-20.
She primarily uses quantitative research methods, including experimental and quasi-experimental research designs, analyses leveraging large-scale administrative data, and survey research. She earned a Ph.D. in education policy from the University of Michigan, a master's degree in urban education policy from Brown University, and a bachelor's in arts from Emory University.
