The fifth volume in a series of reports, sponsored by the U.S. Office of Education, on federally funded (change agent) programs designed to introduce and spread innovative practices in public schools. This report presents a distillation of the study's methods and results. This summary of the first year of Rand's work (July 1973 to July 1974) describes the background of the study, setting forth the study design; discusses the theoretical basis for the approach used; reviews the findings of the first year; and gives tentative implications of the work for federal policy.
