Basement wetness is a chronic and under-addressed problem in Pittsburgh, particularly in older urban neighborhoods, where aging housing stock and stormwater management infrastructure, topography, and increasingly intense rainfall combine to create conditions that affect a large share of residents. Yet the issue receives limited systematic attention from the institutions responsible for housing, public health, and climate resilience. This report draws primarily on findings from the Health and High Water study, a community-engaged research project conducted between 2022 and 2025 in two predominantly Black, low-income Pittsburgh neighborhoods—Homewood and the Hill District—that documented the prevalence of and specific experiences with basement wetness, its consequences for health and well-being, and the barriers residents face in addressing it. The authors translate those findings into practical, accessible information and guidance, consolidating research on perceptions of and experiences with basement wetness, the household-level interventions available, and the programs and policies that exist to support residents and identifying where significant gaps remain. This report is intended for a broad audience that includes residents and community members dealing with basement wetness directly; community organizations and practitioners working on housing, environmental health, and flood resilience in Pittsburgh and similar cities; and funders and policymakers with the capacity to develop or expand the programs and resources this work shows are most needed.

  • After a basement gets wet, act quickly to limit health consequences.
  • For renters experiencing basement wetness, document the problem and report it to the landlord in writing.

For Community Organizations and Nonprofits

  • Reframe basement wetness as a systemic problem.
  • Translate technical stormwater management language into lay-friendly guidance.
  • Develop plain-language resources to help residents understand what insurance covers.
  • Target outreach and hands-on support to the period immediately following flooding events or heavy rain.

For Local Funders and Policymakers

  • Restore and expand the reach of existing healthy homes programs and flood mitigation programs.
  • Create direct financial and technical assistance programs for income-qualifying households for property-level flood mitigation.
  • Design all assistance programs to reach renters and small landlords, not just owner-occupants.
